I guess what we see is changing the guard. The last batch of shipyard worker are leaving and the navy personnel are taking over as part of on boarding process. Though the shipyard technician and engineer are still there. Now that the fuel ship is transferring oil, maiden voyage is not too far away

Some shipyard workers should be remaining aboard for the first "shakedown cruise " of CV-17. They must ensure all components are working properly before the ship is handed over to the PLAN....the bugs will be worked out either at sea or when they return to Dalian.

Their duffel bags look much nicer than mine. and yes seabags is the official naval term.
