Now they say sometime toward the end of the week when tide is favorable

The tides are a metre higher at the end of the month than on the 23rd.

I don't see how based on this timeline CV-17 could have learned anything of real significance from the operation of CV-16 prior to CV-17's finalized design.

The time definitely doesn't line up where they would be able to produce any significant changes derived from real life operations of CV-16.

I imagine any changes they may have made between CV-16 and CV-17 would have been based on examination of the then ex-Varyag's design versus whatever of their own design conclusions/optimizations that likely years of theoretical work, studies and examination of carrier operations from other navies may have produced.
