is that those parts are for a civilian vessel, but as with many things, he isn't 100% certain. However, the shape of the modules rules out the possiblity of a second Type 001A.

Unlikely; after the 001A the PLAN would move on to the 002.

It looks like part of a civilian vessel and if a military vessel was to be build next it would mightily surprise everyone that we haven't yet received rumours.
