Sources here in Taiwan are saying that they have "insider sources from the PLAN" saying that Liaoning busted 7 of her 8 boilers when "escaping from USN pursuit in the SCS". Not only has Liaoning lost all of her power and can only maintain its basic functions, most crew (apart from a skeleton crew) has been evacuated and Liaoning is currently being towed to a unnamed naval base by 6 tugboats for maintenance. If a capital ship is powerless in high sea, the type of tugs send out would be huge OCEAN TUGS, not some small harbour tugs and harbour pilot boats. And posting a blur black and white photo is dubiously unreliable. Taiwanese news are extremely untrust worthy.

I would advice to avoid Taiwanese news for these kinds of things. They are highly unreliable

To be fair, the first link is reporting on what netizen is saying and says appledaily investigated and found it to be false. The 2nd and 3rd links says satellite shows the speculation is false. So all three sources are just repeating the claim then rejecting it.

The carrier on the picture is definitely on her own power, and she is leaving a wake. They ran the picture through a heavy filter in order to hide her wake. None of the tugboats are touching her. The carrier is getting ready to dock, so it needs six of the tugs. It is standard for this ship to have six tugs, based on previous photos. The Hainan LHD uses five alone, for her porting. None of these tugs are also ocean tugs. We know how the military ocean going tug looks like and its a lot larger than these.
