Is it possible China will sell this carrier to Russia once the 003 starts mass production? After all this is not really a very modern carrier, has a outdated design and low capacity, but will help greatly with Russia's carrier problems.

Why would China sell it to anyone? There is no evidence that even a second 003 hull is being constructed right now. China needs as many carriers as it can right now, building new carrier takes a long time, but training the crew takes even longer.
Even if outdated, Liaoning can serve as a training ship to train future crews and pilots on carrier operation.

Instead, it should be Russia selling its last carrier to China. The Kuznetsov provides no strategic advantage to Russia other than being a token asset to represent the last vestige of its declining power. Russia demonstrated that it has no ability to repair it. China does not lack money, it lacks experience! Something money cannot buy, acquiring an extra carrier can greatly expedite its carrier crew training program.

IMO the main reason why China's carrier construction is slow is primarily because of a lack of crew, what is the use of building so many 003s or 004s if theres not enough competent crews to man them?

China has the old aircraft carriers to learn from and gain experience with, not to build a force with them.

The aircraft carrier forces will later have the most modern ships at their disposal.

Even if offered at a discount, China won't agree to buy it. Russia is rising now, not declining. They will complete the refit & will use it for training & real ops if needed.
