I don't believe Dalian will start construction of the next carrier this soon, because neither Liaoning (#16) nor her sister ship have entered into active duty. If any major problems are discovered with either of them, the dry dock may be needed. I feel construction of the next carrier at Dalian will start once both carriers are in active duty.Liaoning clears the drydock for 002.

While Liaoning and her twin sister are going through refit, a horrible accident happened at Roslyakovo for Admiral Kuznetsov. Dry dock unintentionally flooded and sunk due to pump failure and a crane crashed onto her during major refit.
Russia will be w/o their lone carrier for no doubt many more months if not years.
