Does the age of the hull actually matter?

It depends on how much time the hull has been in service. Corrosion and fatigue cracking are the major factors to consider when deciding remaining useful service life. But, Liaoning's hull haven't been used much as it mostly sat in dry dock I believe before China purchased it. So there shouldn't be many fatigue cracks at all. It would be interesting to know how much corrosion took place while the hull sat in dry dock before purchase.

When they build a ship's hull, do they consider corrosion during service lifetime and work out how much extra thickness to include in the the hull structures etc.? Or do they build it with so much extra margin that it is not something to worry about in a ship's expected useful service lifetime?

It's something I've always wondered and probably should have posted in the ask anything thread but since we're on it might as well ask here if anyone know.

The long answer short is that hull fatigue is considered at the design/engineering phase and a range of measures is taken to provide an approximate service life including wear and tear. But ships also go into dock for reapplication of anti fouling and other protective measures as well. But its the main reason most navies design a hull for circa 30 years of service and the ship after that time is spent from a hull point of view. Certain measures can be taken for a life extension, generally lowering further performance and adding weight (using up a structurally planned weight reserve) but there's a limit to what can be done. The rest hinges on how hard the ship was used over its life. This is for instance why (among other reasons) the life extension effort on the Ticonderoga class has failed so miserably.
