I think the guys who ordered this level of quarantine played too much post-apocalyptic video games.

I think the response to the new coronavirus has been pretty over the top, largely driven by public panic. Wechat has been aflame with conspiracy theories these days.
Still, if there's anytime to quarantine a city of 11 million people, the Spring Festival is probably the best time to do it due to most economic activities being halted.

Why do they need to build a new hospital? Why not retrofit existing hospitals for quarantine?
Beats me, I'm just your average bean-counter! I just heard the news, and the only thing I can think of is, its more easily to isolate and contain in a seperate hospital.

Specially constructed for this only. It is a temporary hospital, like the one for sars in Beijing before.
Because they don’t have enough space to house patients/suspected patients? Also, by creating a dedicated hospital they can prevent the virus from spreading to patients hospitalized for other reasons.
