This might be what happened to a lot of China mask shipments to the West. China always gets blamed so they do this to us.

I can guarantee you that this is happening to most of those stories of "Defective Chinese Masks". If 3M can be trusted to manufacture N95 in China, why can't others?
They (media and the public) blame "the Chinese" because China/Chinese people are easy targets. Funny with all these anti-racism protests, mainstream media does not blame themselves for fostering these attitudes.
What most people don't realize (because they only look at the surface level), is that the companies most hurt by them are not Western companies, but the honest Chinese companies creating high quality products. One company (Dasheng Health) is making fully NIOSH approved N95 (DTC3X), once they were endorsed by FDA, many unscrupulous vendors were ripping them off. If this happens to 3M, they have the full might of their corporate law team in America and China, the US government, and the Chinese government will assist to protect the image of Chinese manufacturing quality. A local company with no recognized brand has no such support.
This is not to say Chinese companies are not to blame. Too many inexperienced, overnight mask shops opened up making substandard masks. No doubt some of them are doing this on their own, but how many are doing this at the behest of equally unscrupulous overseas customers? Look up stories of American companies selling Q-Tips as testing swabs, plastic soda bottles sold as testing test tubes. Dishonestly is not a cultural trait!
