Thanks for clarification. They were mentioning travelers. They weren't all that clear about permanent residents.
Just to be clear, there are 2 sets of guidelines, federal and provincial.
The big 3 provinces (ON, BC, QC) will all accept WHO vaccines (Sinopharm, Sinovac, Covaxin) to apply for Vaccine passport
You will need proof of vaccination (preferably in English or French in QC probably) and contact the provincial health authority for details on how to upload it.
Starting November 30, Federal government has updated their travel guidelines to accept all WHO vaccines (updated from only Canada-approved vaccines) for incoming travelers to bypass quarantine (with proof of negative PCR test)

I suspect that the updated guidance was pushed by Indian-Canadians after the approval of Covaxin by WHO.
