That's the advantage with operating F-15. F-18E/F's operational ceiling is too low to catching WZ-7 at the height it is flying.
Even with the F-15s the WZ-7 can fly higher than its operational ceiling. This picture was apparently taken from below the WZ-7. Also Japan's F-15s are really old I doubt they can still fly to their operational ceiling now, or, even if they could, how long they could stay at that height without breaking up into pieces mid-air.

What is WZ-7's ceiling, and how does altitude affect the structural integrity of a fighter's fuselage?

On Twitter there is some confusion, since that clip allegedly mentions both a unit in the ETC but also the 82nd GA, which however is in the CTC?

Do you know more?

I don't have access to the clip. However, the captions in the images transcribe the words spoken by a brigade commander of the 82n Group Army.


Indeed I mixed up a few thinks ... a video that was talking about a coordination of PLA Army units from the 82nd GA and Air Force (?) units and this one:
