The Department of Emergency Management recently organized China's first large-scale drone emergency communication exercise. Participants included the AVIC, China Mobile, China Electric Power, and others. The Pterosaur-2 UAV was used as a communications platform in an integrated air-space-ground emergency response network for areas without signal coverage. Nearly 20 hours of continuous flight verified the high reliability and excellent adaptability of the Pterosaur-2 UAV.

Important if your communications infrastructure (satellite, telecom stations, etc.) get knocked out in a surprise attack.

In this context I think it’s for disaster relief and to provide communication in the aftermath of a major disaster like an earthquake. Obviously this will also be applicable in a military context, but I don’t think the equipment shown here would be all that useful for the military as it doesn't look big enough to be able to operate effectively on complex EW conditions as would be needed for military applications.
