Looks like AVIC is begging Uruguay to buy L15
The FAU decided it met requirements and that recommendation was submitted to the government around 2013 which moved very slowly on procuring a new aircraft. The new government in 2020 committed to buying a new aircraft but...has moved very slowly, looking at several options with no indication it was still considering the L-15. Military purchases are not popular in Uruguay hence the glacial pace of procurement and this is where a Chinese aircraft may still have an advantage - price and payment arrangements.

Both L-15 (with some kind of radar) and JL-9 would meet FAU requirements from a technical perspective.

I'm curious why is it controversial? As I understand it Cuba's relations with China are very good?
The young people certainly hope to cause some trouble for the Americans by providing military aid to Cuba
I understand it very well

However, China's Ministry of Foreign Affairs and Ministry of Commerce prefer to provide infrastructure assistance and commercial investment to Cuba, such as 240 trains from CRRC in July 2019 and a 20,000-ton floating dock in 2023.

Although this has nothing to do with the defense forum, but supporting Cuba's economic development itself is a way to support Cuba's defense capabilities.

What interests me the most is the currency agreement signed between China and Cuba in May 1971. If this agreement can support the direct participation of RMB into Cuba's economic and trade activities in the future, I think it is also a kind of support for Cuba

In the end a prosperous and stable Cuba is in China's interest,and it will not give the United States any excuse to continue to sanction Cuba.

Further information Uruguay's search for an A-37B Dragonfly replacement. I've had another look at the report in newspaper Búsqueda which in late April this year reported that an Air Force delegation was traveling to Italy to have another look at the Leonardo 346 - the article quote the Fuerza Aerea Uruguaya Commander General Luis Heber de León and he mentions that after the acquisition of former Spanish KC-130's a couple of years ago, attention turned to the combat aircraft requirement and he lists the aircraft being considered (translation from the original text):

"Once the acquisition of the Hercules was closed, the FAU has technically analyzed different combat aircraft that are considered “suitable for Uruguay's air defense operation,” De León explained. Among them were the Yak-130, a light attack aircraft introduced to the market in 2010 by the Russian company Yakovlev; the L-15 Falcon, a supersonic aircraft operational since 2008 by the Chinese Hongdu, and the L-39NG, in operation since 2018 and run by the Czech aircraft manufacturer Aero Vodochody. In April of last year, the then Minister of Defense, Javier García, traveled to Brazil to hold negotiations for the EMB 314 Super Tucano, manufactured by the Brazilian Embraer and in service since 2003. The InfoDefensa portal reported that the purchase was finally ruled out."

So this latest information sums up the very protracted process and seems to make it clear the L-15 is still in the running.

This is an election year in Uruguay and military expenditures are not popular so this may simply be a case of waiting until after that to announce something

The situation of the 2nd Fighter Squadron of the FAU is critical with no more than 1-2 A-37's operational at any one time.

The Super Tucano shouldn't be an option. Like I said elsewhere you can't use it to intercept private jets.
It fails at the basic air policing requirement. Brazil developed it for COIN operations in the jungle environment. But Uruguay does not have such a need. They should get at least a high subsonic aircraft (jet) with air to air missiles.

At this point they probably should ask for a new bidding process. For example today you have the KAI T-50 from the South Koreans. This did not use to be the case.

What is the difference between JL-9 and JL-10? PLA seems to be producing both even though JL-10 seems to be the newer and more advanced plane. But China only produced about 50 JL-10s and more numermous JL-9s. They also made a carrier version of JL-9 recently instead of JL-10, why is that?
