Great ship and it would benefit in transport and recovery operations
Now that PLAN is increasing overseas deployments they could face any situation that could included recovery of a warship like USS Stark during 1980s
This kind of sea lift capability will serve China well and I hope they build more of these units it could have many purposes

Are modules near this weight useful in merchant shipbuilding or is this hoist intended for flattops?

I think it is for large mega ships whether it's for cargo, cruise, industry, or military ships. Have a crane just to hoist flat tops would not be profitable in the long run.
