What i dont understand is, if material cost are rising to china, they are also rising to south korea, right? then why are the south korea shipyards surpassing? because they have the quality edge?
Yes they have quality edge. Now you can go rest knowing CN make crappy and shit ship. After all that is what you want to hear.

There has been an article circulating around that says major Chinese ship builders are generally refusing new orders for delivery in the near future. The article suggest that is to reserve capacity to meet the demand of naval expansion.

Could the reason behind Guangzhou shipyards falling behind be the fact that Guangzhou is hot as crap?

I suspect its much harder to work in the tropical heat than moderate shanghai or cool dalian

Guangdong shipyards need to double up their efforts. The province is capable of being #2 worldwide, by making more LNG, DDG and even CV.

There are many shipyards in Guangdong. Many of these shipyards are private or jointly owned with foreign shipbuilders, which is also true of shipyards in Zhoushan. Many shipyards do not specialize in newbuilds but repair and maintenance which is also a very critical sector for the shipping industry.

CSSC Guandong Huangpu had a major expansion for commercial ships but the old shipyard is used for military and government ships. It is easy to see why, commercial ships are size intensive, but frigates, coast guard ships and oceanographic ships are not.

There is also CSSC Guangdong Wenchong.

For some reason COSCO also has its own shipyard for not just repair but also new buildings.

I find that hard to believe thats the reason of chinese shipyards getting suspassed by korean ones. China doesnt build that many military ships. And korean shipyards also build military ships.

That's where you're wrong. The entire South Korean navy as we speak masses under 200,000 tons. The PLAN commissions more than that in tons of warships in a single year IIRC.

Also the key bottleneck in shipbuilding isn't raw material for hulls, it's critical industrial components like electronics and engines and sensors that also require skilled craftsmen to install, assemble, and build.

Reservation of yard space for the military is more likely the PLAN grabbing skilled workers away from the commercial yards, which would screw up their build pipelines quite a bit.
