A lot of people have been working on optoelectronics and photonics for decades. It might eventually make its way into microprocessors but the most likely application at this time will be for network switches and routing. Eventually it might be used for communication between chips in the same motherboard. But the time until it will be used in actual microprocessors is a long time away if ever.

As for carbon nanotubes, a lot of companies are investing in research on using those to replace transistors at the 1 nm level. But the fact is no one knows exactly which future technology will win out by then. For what it's worth IBM demonstrated the first carbon nanotube based transistor many years ago. But there are loads of problems with manufacturing them reliably and cheaply enough.

Most of these developments will only come to fruition nearer the end of this decade or perhaps even after that. Even when they come into use they will not be general purpose like current silicon. At least not for a long time.

It doesn't replace yet. Huawei fab make those photonic interface chip for telcomm. It's one more area that Huawei doesn't depend on US vendors.
Also it's standard product it can sell to ZTE as well
The biggest significance is Huawei for first time get involved in semiconductor manufacturing. It hire many semiconductor engineers to build up it's core competency. Those engineers will get involved in other fabs as well in future. It's getting it's feet wet for the transformation to be IDM

for 28nm, if the DUV lithography works, then its 95% self sufficient. They have almost all other equipments and materials.

Once it's officially done, then China should announce no Chinese companies should use any foreign chips at 28nm or above. No Chinese companies should use TSMC 28nm or above. No analog and automotive chips should be imported as they are all above 28nm.
