US has a raging pandemic deaths, significant economic recession, and domestic turmoil and civil unrest. It has inferior bargaining position and weak leverage over China, and both sides know it. It cannot try to portray China as some boogeyman to unite the country because it's unlikely to work because Americans don't trust the mainstream media anymore. Republicans are always skeptical of Joe no matter what he does . If American public is not unified on China threat, then continuing the tech bans and trade war is a futile mission. Biden is appearing tough to give him credibility to pull back on semiconductor bans and tech bans quietly and people are going to forget about it. Republicans will cry foul but they always cry foul and sound like crying wolves about anything Biden does.

A couple of points.

In the bigger picture, the number of pandemic deaths was never that significant.
Yes, the hospitals were overloaded, but the actual death rate is less than 1%

Even if the USA were to be unified on China policy, the rest of the world is not on board with a technology and trade war with China.

I want to tell of an incident that happened a few years back, in Malaysia. A local politician had been fostering a wave of anti-Chinese sentiments, culminating into a promise to create havoc in a local Chinatown. The previous week he and his group of thugs had already been gathering outside of Chinatown, spewing hatred and promising to return the next week "to get the job done". All this while the police was at the scene to "monitor" them, but nothing much else. This raised tensions to a height rarely seen in decades, and there was a real sense of hopelessness among the local community.

The shops of Chinatown were already thinking of shuttering down for the weekend, when in the middle of the week, the Chinese ambassador and an entourage took a walk down Chinatown. This was happening during the Mid Autumn Festival, and they eventually stopped at a local restaurant to sample their mooncakes, and the Ambassador commented on how lovely the atmosphere and celebration of the festival are locally. He then went on to say that it would be a pity then if this would be brought to an end by any irresponsible behaviors. He then added that China values the friendship she has with Malaysia, and would not stand idly by to allowed any individual to sabotage that relationahip, nor to allow China's citizens to come to harm (but did not specifically refer to the local Chinese diaspora).

The Ambassador's actions and speech was all over the press, and the next day, that same local politician that was threatening Chinatown was apprehended by the police, locked up and questioned over his threats.

Tensions pretty much died down there and then.
When was this take place?

To put things in broad perspective. Simply there is no end game between China and US led allies clash. It's clash of civilizations.

Even if China risen and surpassed US economically and technologically there would no end game.
West fought with Islam for thousands of years.
battle of civilizations.

China should continue to do space exploration and have colonies out here, guarantee Chinese civilization would still survive even if their earth residence is in doubt

Does China has a choice. US decoupling from China tech is already a foregone conclusion.

Sounds more like the minister just being diplomatic.

At current state, there is barely trickle of diplomatic between China and US. Almost dead.
If he trying to be diplomatic it's quite unnecessary to say the least. He's being over concerned and doesnt project a sense of self confidence.
China got to so what it got do, it doesn't need to bring up US.
Besides US doesn't care what China say.

This was to be expected. Buying a new machine may take a long time until the order is fulfilled and before that you might get sanctioned. These 2nd hand machines however can be purchased immediately. Plus even with the price increases it is likely they are cheaper than newer machines. For a company which requires limited production volumes at older processes the 300mm equipment isn't necessary.

These factors could be mitigated if the production was concentrated in foundries like SMIC. This would decrease capital costs required to fabricate chips for smaller players. But with the US sanctioning SMIC a lot of Chinese companies might have decided they should have their own machines instead of outsourcing fabrication to SMIC too.

@Oldschool a very astute observation and @gadgetcool5 here is the reason why the West the US in particular will never accept Japan as co-equal or one of them, SK is lucky due to her small size but if she overtook one of the G7 countries , she is a target. The goal post had been moved , from the Germanic barbarians , the Slavic and uncultured Russian, the Muslim crusade to the Orientals FROM THE EAST. As the Western philosophy is anchored on Roman civilization whose motto is Assimilation thru Domination, let see what happen, the Chinese Civilization is powerful enough to overcome it as shown by history as she had been invaded numerous time and the invaders had been assimilated become Chinese.
