The U.S. Department of Commerce has included 36 Chinese entities including Yangtze River Storage and Shanghai Microelectronics in the entity list
The latest U.S. document states that the U.S. End User Review Committee (ERC) has decided to transfer Anhui Cambrian Information Technology Co., Ltd., Cambrian (Hong Kong) Co., Ltd., Cambrian (Kunshan) Information Technology Co., Ltd. ) Technology Co., Ltd., Cambrian (Nanjing) Information Technology Co., Ltd., Cambrian Technology Co., Ltd., Cambrian (Xi'an) Integrated Circuit Co., Ltd., Diankeyun (Beijing) Technology Co., Ltd., CLP Rice Information System Co., Ltd., the 28th Research Institute of China Electronics Technology Group Corporation, Institute of Computing Technology, Chinese Academy of Sciences, Guangdong Qinzhi Technology Research Institute Co., Ltd., Key Laboratory of Information System Engineering, Nanjing Aixi Information Technology Co., Ltd., Nanjing Rice Netcom Technology Research Institute Co., Ltd., Nanjing Rice Electronic Equipment Co., Ltd., Nanjing Rice Information Technology Co., Ltd., Shanghai Cambrian Information Technology Co., Ltd., Suzhou Cambrian Information Technology Co., Ltd., Liyang 28th Institute System Equipment Co., Ltd. Company and Xiong'an Cambrian Technology Co., Ltd. are included in the entity list on the grounds that these entities are involved in the research and development, manufacture and sale of artificial intelligence (AI) chips, and are trying to support China's military modernization by obtaining US-origin items, which is consistent with the Contrary to the national security and foreign policy interests of the United States under Section 744.11(b) of the United States Export Administration Regulations (EAR).
The U.S. End User Review Committee (ERC) also added Shanghai Integrated Circuit R&D Center and Shanghai Microelectronics Equipment (Group) Co., Ltd. to the Entity List for the same reason, noting that these two entities are purchasing or attempting to purchase U.S.-origin items to support China's military modernization.
In addition, the U.S. End User Review Committee (ERC) also decided to include Shenzhen Pengxin Micro Integrated Circuit Manufacturing Co., Ltd. in the Entity List because the company has the risk of transferring items to companies on the Entity List. The ERC determined that Pengxinwei's actions were of sufficient concern to have previously involved this entity in its review of the export, re-export, or transfer (in-country) of items subject to the EAR.
ERC also included Yangtze Memory, Hefei Zhaoxin, and Yangtze Memory Japan Branch in the entity list, because these entities have the risk of transferring items to companies such as Huawei and Hikvision on the entity list.
ERC is composed of AVIC Aeronautical Composite Materials Special Structure Research Institute, Beijing Anzhou Technology Co., Ltd., Beijing Huatian Haifeng Technology Co., Ltd., Beijing Machinery Industry Automation Research Institute Co., Ltd., Beijing Yinjing Technology Co., Ltd., and Shanghai Suowei Information Technology Co., Ltd. company and Beijing Zhongke Xinlian Technology Co., Ltd. are included in the entity list because these entities acquire or attempt to acquire US-origin items to support China's military modernization, and these entities are related to the development of hypersonic weapons, the design and modeling of hypersonic vehicles And so on.
Finally, ERC also listed Beijing Hezhong Strong Technology Co., Ltd. on the entity list on the grounds of assisting in the illegal export of American-origin electronic products to Iran for the production of military drones and missile systems. Tianjin Tiandi Weiye Technology Co., Ltd. was included in the Entity List on the grounds of human rights violations.
