I think the ban would expand to other Chinese semiconductor majors, beyond SMIC, and include Hua Hong, YMTC and CXMT. The devil is in the detail. The impact would depend upon the scope of the covered equipment.
Even if the impact is non-zero, it's still tiny. The US already has a blanket ban on the most advanced technology (EUV) and stuff lower down China already has or is on the cusp of developing.
