Yes, constitution can always be changed by the leader when the time is right. Cambodia will do what is best in Cambodian interest. With enough Chinese investment, this could be a boon for Cambodian economy. Forget about Indonesia they are not going to allow any foreign military bases! They are very nationalist. Plus large segment of radical muslim are anti China, anti chinese coupled with willy politician that try to curry favor with radical muslim is just not going to happen. Right now they are chaffing too much foreign worker read Chinese and they said the country will soon be swamped by Chinese . Of course this is nonsense but for the politician it is talking point to get elected! There are more Indo maid in China 3X as much than Chinese worker in Indo but it does not register with radical muslim They believe whatever they want to believe!I've looked at this quite a bit recently. The Cambodian leader is pretty adamant that no foreign bases will be allowed in his country. Even so, I think this is going to happen. Outside of Malaysia and Indonesia, Ream is best place they can possibly have a base. It would be an extension of what they have in SCS and allow them to dominate SCS and be really competitive around Malacca strait and even into West part of Indian Ocean. I don't know how many ships they will want to station there. I think it's one of the few places where they can station a diesel fleet and really bother USN or RAN. That along with air base, ground launchers and a large base of ISR drones and hangars for bombers and fighter jets would allow them to really bother any opponent from Andamans to Malacca and over much of Indonesia. US military has been wailing against SCS islands because they give very real advantage to PLA in this region. Ream would give them much better access to Malacca and Andaman. It would pretty much forth USN carrier group coming from Indian Ocean to route south of Indonesia and around East of Borneo island (possibly even East of New Guinea) to avoid getting targeted by PLA land based fire power.
Now, if they can ever open a base in one of the Indonesian island between Borneo and New Guinea, they will be all set.

There is nothing to suggest aircraft are involved. China can get to the Gulf of Thailand easily, it doesn’t need a base there.Actually ream naval base is an ideal spot that will cover Andaman sea, Melacca strait, South china sea distance between it and Spore is only 1000km easy flight distance for long Range J16, J11, J20. You can also patrol west Philippine sea with no problem

Draw a circumference from there of 3000 km and you will see how far Chinese hypersonic missiles will be able to hit from there. Draw another circumference of 5000km and that will be targets h20 can hit with gliding pgms. Draw another circle of 7000 and that's how far h20 will be able to strike with hypersonic missiles from there. Some of this is hyperbole but it should be clear that ream is very well located.
