I don't think that is a new frigate design, we've actually seen variations of generic stealthy medium sized frigates offered for export since the early 2010s from memory.
I would hazard to add, these export frigates do not necessarily have any bearing on what the real "054B" will look like.
Personally I'm more intrigued by that LHD. It looks to be an enlarged/lengthened variant of the 071 with 3 helipads instead of the current 2.

It is type 071E, export variant sold to Thai Navy. One of which was launched last year at Hudong Zhonghua (HDZH) shipyard, Shanghai.
Huh, I'd thought it was a carbon copy to the 071 at least in terms of layout. I didn't know the export model would be a modified variant.
Just checked it on Google earth, they did lengthen it by ~7m, which is definitely not long enough to accommodate another Z-8, but given Thai Navy mainly uses S-70, and S-70 is much smaller than Z-8, they probably can fit a third helipad.
