More convincing as hard to imagine that Vietnam could or would start importing any weapon from China back at 2003.

Look like the malfunction gun was really made in China. When you are producing more and more stuff and wanna earn your reputation in the international market, you need to improve quality. The Vietnamese are laughing at Indonesian that they were greedy at cheap stuff and result in deadly accident. It's not the first time that Chinese weapon malfunction in Indonesian arsenal.

If it was purchased a decade and a half ago, I would seriously doubt that any manufacturing or design defect was to blame for this accident, as you would expect such problems to have manifested long before now.
Far more likely this was caused by poor/improper maintenance and operation of the gun. My guess is that its related to Indonesia deploying regular land based guns on islands.
The guns would not have been designed or built with the kind of salt corrosion that is common with tropical island deployment in mind, so after a decade or more of accelerated corrosion from island deployment, it would be little surprise for the gun to malfunction.

For that amount of stuff, I'd expect it to be at least $1.5 billion. PESAs and AESAs of the J-10Bs and KJ-200 ain't cheap.
