China has long had similar drones. As for Russia importing them from China, if that was the case the Russians wouldn't have made that drone factory at Alabuga.

Why would Russia need China to develop a Shahed like drone when Russia already makes plenty of combat tested Shahids and Lancets domestically, and gets them from Iran as well? Also doesn't China already have something like the Shaheds already developed? I'm pretty sure I have seen them here somewhere on this forum months ago. This is likely just another excuse to slap China with more sanctions.
