They should deploy patrol vehicles equipped with small laser turrets as soon as possible, rather than drone jamming guns.
Those are more for removing rudely flown civilian drones.
Given the situation in Syria, fiber-optic drones are bound to proliferate, and drone jamming guns will be unable to handle the future threat of returning East Turkestan terrorists from abroad.
China is showing in Pakistan its first line approach to increasing terrorism in the middle east/Central Asia. Basically they will send a small number of spec ops to advise the locals and support their raids, and if absolutely necessary, rely on air strikes to bust a large concentration of terrorists.
Locals can buy laser air cover and other CIWS from China. Dispersed spec ops advisors don't need much air cover.
That approach is projected to work well because as terrorists clash with local forces, they cause collateral damage which makes the locals hate the terrorists more. Equipped with an all seeing capability from China's advisors, locals can exploit directly the tensions and strategically assassinate/arrest the key figures.
