The anti-satellite/missile laser developed by Zhao Yijun was probably in the Megawatts range. However, it was also probably a chemical or CO2 laser, which significantly limits its mobility.

Doubling the speed of electronics is closely related to making the circuits even smaller with the added advantage of lesser power requirment. Laser beams go the other way. The equipment, power requirement and everything else go bigger which is a challenge itself besides the problem of mobility.

I think that a 30kw LAG II is the most powerful destructive laser weapon offered for export.

Not necessarily. I think many Middle Eastern countries (like Syria and Iraq, for instance) covet the capability to shoot down low-flowing ISIS drones.

MANPADS would be a far cheaper, and more realistic, option.
Not when fired against something like a Phantom-Four drone. You expend tens of thousands of dollars just to bring down plastic.
