It is a function of dry thrust + transonic drag coefficient + how thrust scales with speed (intake geometry and exhaust gas speed are very important to this)

The question is: Is this photo taken in Russia or China? The background building doesn't looked like one that is belonged to any AVIC factory or PLAAF base or in Yanliang.

No, WS-18 looks just like D-30KP2, this is D-30KP3 which has a slightly larger diameter and new fan design, didn’t end well, too much Changes and doesn’t provide that much performance improvement ,got canceled since nobody wanted it

So, are there any images of WS-18 engine? It's been there for quite a long time but have not seen any image. If it's a reversed engineered version of D-30 and also a bit improved as per claims than it is quite a powerful engine. And a strong candidate to power future Heavy Bombers.
i can tell you one thing, WS-18 is under production, thrust and fuel efficiency is better than D-30. coz WS-18 process is way different than D-30 as engine produced in this decade. we have now much better manufacturing and metallurgy process.
WS-18 T/W ratio is 5.88. little better than most advance variant of D-30KP-2 (5.21)
D-30KP agreement with Russia expired in June 2020 and China didn't renew.
in Zhuhai Air Show 2021. Chief designer of Y-20 confirms, we are testing 2 new engines for Y-20. its obvious one is WS-20 and second one was WS-18.
Y-20A equipped with WS-18 engines. and Y-20B have WS-20 engines.
