To be honest, with such huge price difference , it’s normal there will be smugglers trying to make money off this. It’s just basic economics. People will always find a way to make money profits especially when it’s easy money and huge profits as such. Why do you think Iran has been able to keep smuggling oil abroad and to neighboring countries despite the severe sanctions for decades now. So can’t blame those people who are involved, it’s a natural way things like this will always play out. Especially when government have enforced such bans, people will always look for loopholes (look at rare earths ban Chinas government was struggling to crack down on smugglers who are siphoning off rare earth for sale as prices increased for profits ). So don’t blame the players , blame the game .
