Ping An Insurance's facial recognition system is able to differentiate between twins. I believe the systems used by other organisations should have similar capability. If the system can't cross that benchmark, I don't think it can be used by any large organisations.
Only if they're fraternal or if one was scarred in an accident LOL. It's not possible to differentiate between twins from a biological standpoint because they are the same exact person, twice. A genetic test can't differentiate so how could facial recognition software? Even trying to develop such a thing is futile; they'd end up with a software that calls you a fraud if you get a pimple on your face...

Then it would be irresponsible to allow a system that can't differentiate twins to be used.

Biometric markers including fingerprints and/or retina patterns are all distinct from one individual to another.
They take in 90 or so marker points from the face and make a comparison the same way they match fingerprints.
Not even monozygotic twins will have a match because they will have separate growth patterns.
On the other hand from what I hear the facial recognition software on smartphones can be defeated with a simple facial photograph since smartphone cameras are mono len and can only measure biometric markers in 2D.
The safest biometric scan method is either retina patterns or capillary patterns on the finger since they do not leave residue that can easily be picked up like fingerprints.

I don't believe such advanced facial recog system is available on any cell phones or even cameras with the associated software to date. To truly differentiate between identical twins and to differentiate enough that it is 99.99999% sure it's NOT the same twin or triplet, quadruplet etc using ONLY a camera and software would require some VERY serious computing power not to mention a camera in the terapixels range. The standalone techs are available but certainly not commercialized or small and practical enough to fit into any consumer electronics at this point in time.

No there is a complete difference in recognition between humans and machines, humans recognize overall similarities while machines can only recognize individual similarities/differences.
In other words machines can not see an overall similarities between two faces whether it be identical or different, they only see the difference in length between two biological marker points and compare ratio with other lengths to see if they match.
That is how machine recognition works. That is why they can be defeated with a photograph.

I would also like to add that present camera on most smartphones can visualize pores on your skin, with enough lighting and proper distance there is more than enough to focal sharpness to measure the length of your ears, dimensions of your nose, the distance between the center of your pupils, distance between the corners of your eyes, etc.
Those are all biometric marker points, computation is basically comparing numbers which computers are most best to do.
Face recognition software is more sophisticated but the basic concept is what I just described.

@ SB, yes, individual technologies exist however they have not been packaged together to make it into consumer level devices like smartphones etc. where it is 'smart' enough to identify identical twins on the faces with the surety of a thumbprint or retinal scan.

I may be wrong but I don't think there is any App/Camera combo out there that can mathematically deduce and the built in AI 'knows' twin A has 4757387 pores on his left ear lobe and twin B has 4757381 pores on the same exact region. To have that granular of definition requires cameras to be in the tera or petapixel range and a processor that has the computational power approaching a supercomp.

China's Xinhua News Agency Tuesday released a set of new indicators to track the country's economic and social development.

The new indicators, compiled by China Economic Information Service (CEIS), an affiliate of Xinhua, will assess China's weather service, business climate, green development, targeted poverty relief and local tourism development.

Specifically, they include the China Meteorological Development Index (MDI), which is jointly compiled by CEIS and Development Research Center of China Meteorological Administration (CMA).

The index evaluates how meteorological services contribute to economic development, disaster prevention, damage reduction and climate issues, Yu Xinwen, CMA deputy administrator, said at a ceremony marking the launch of the index.

China's MDI stood at 163.25 in 2016, 63.25 percent higher than the 2011 level, according to the CEIS.

"China is now becoming a leader in the field of meteorology, which is also reflected by the MDI," Yu said.

He mentioned the Fengyun-4A satellite, the first of China's second-generation geostationary orbiting weather satellites, which was put into operation Monday, and will enable China to become a leader in developing geostationary orbiting weather satellites.

Based on a survey jointly conducted by the CEIS and Chinese bike-sharing giant ofo, the CEIS also released a report on developing a green commuting index.

Zero-carbon commuting was the most popular way of commuting among people interviewed in 25 Chinese cities. They preferred walking and cycling to clean energy vehicles or carpooling, the report showed.

Following the report, the CEIS will release an index reflecting green commuting practices in major Chinese cities, including service supply, policy support, and choices of residents.

An index assessing targeted poverty reduction in the city of Tongren in southwest China's Guizhou Province and an index reflecting tourism development in the city of Datong in Shanxi Province were also launched, as well as a report on Chinese agarwood business climate.

The release of the new indices and reports will further replenish the CEIS index product mix, which together provide a comprehensive picture of China's social and economic landscape.

On Tuesday, the CEIS also signed a cooperation agreement with a group of research institutes on developing an index on China's desertification controls.

The CEIS will also work with China Han Great Group and Shangtex Holding on a price index of traditional Chinese medicine and an index on fashion weeks worldwide.

The CEIS currently provides a number of indices and research reports that track commodity price trends, financial indicators and other industrial developments in both domestic and global markets.

What happens if one gained some weight (also on their face)? They get locked out of their phone? It will take months of hard exercise to get back their phone. :D One must keep on staring at their phone every day, I guess.
