Why are they using foreign technology in this reactor? Is it sanction proof? When is Hualong Two available?

It is supposed to be an independent design. But knowing the US government they will find some way to sanction exports of it.
I think the supply chain for the nuclear reactor is inside China, or at least I hope it is.
