Not often (or rarely) does Murdoch media ever publish this type of article. Its' usually more more anti China than that.
It's still anti China, it described China as "tyrannical". Anglo media still have to give their honest assessments when it comes to money otherwise the free wheeling global monied elites will happily take murdoch media to task.

The Australian stock exchange is mostly pumped by US Stimulus money though, not just iron ore and agribusiness, but future wise Australia is headed for a return to the 80s Recession.

After the endless barrage in the MSM that Evergrande was going to be the new Lehman. We now finally have some nuance about the situation. This more nuanced view about Evergrande today is brought about by the sell off on the markets yesterday. Their bias is starting to hurt their own economies and now they have to dial back the rhetoric.

As part of BRI, this will provide ready market for Chinese solar, hydro and wind companies and absolutely kill anglo Australian coal mining whilst putting pressure on anglo america for talking big on climate change whilst doing nothing

Isn’t this what everyone wanted? A lot of environmentalists complain that even though China is investing heavily in renewables internally, it is also building tons of coal power plants abroad.

The real intent here might be to reduce price of coal for plants inside China, as well as to create an export market for clean-energy manufacturers. it could also slow the expansion of manufacturing base outside of China, which in effect exports inflation, this is something China has been doing tacitly this year.

Part I Insist on drawing a bottom line. Prevent deformation and distortion of urban renewal.

(1) Strictly control large-scale demolition. Existing buildings shall not be demolished on a large scale or in a centralized manner, except for illegal buildings and buildings that have been identified as dangerous by professional institutions and for which there is no value in repairing or retaining them.

In principle, within a certain urban renewal area or project, the demolished area shall not exceed 20% of the total construction area.

We advocate prudent dealing with existing buildings based on classification and implement small-scale, gradual, and organic renewal and micro-renovation. We advocate taking full advantage of the existing stock (of buildings), encourage the maintenance, repair, and reinforcement of existing buildings, improve facilities and equipment, and improve safety, applicability, and energy-saving levels. For buildings to be demolished, we shall strengthen evaluation and verification, solicit opinions publicly, and strictly implement approval procedures in accordance with relevant regulations.

(2) Strictly control large-scale expansion. Except for the addition of necessary public service facilities, the construction area of the old urban area shall not be expanded on a large scale, and the original density (of the old urban area) shall not be exceeded, and the pressure on the resources and environment shall not be increased. In principle, the ratio of demolition area and construction area within a certain urban renewal unit/project shall not exceed 2.

Under the premise of ensuring safety, it is allowed to appropriately increase the building area for the purpose of making additions to existing housing projects with imperfect living facilities, constructing affordable rental housing, and improving public service facilities and infrastructure. We encourage the exploration of the overall planning of the construction scale within a certain region, strengthen dispersing functions in over-dense areas, actively expand public spaces, parks, and green spaces, and improve the livability of cities.

(3) Strictly control large-scale relocation. There shall be no large-scale, compulsory relocation of residents, no changes to the social structure, and no severance of the relationship between people, land, and culture.

We shall respect the residents' willingness in resettling, encourage local and nearby resettlement, improve living conditions, maintain neighborhood relations and social structure, and the local and nearby resettlement rate of a certain urban renewal unit/project shall not be less than 50%. We shall practice the concept of creating a beautiful environment and a happy life together, simultaneously promote urban renewal and community governance, encourage house owners and users to participate in urban renewal to jointly build, govern and share a beautiful home.

(4) Ensure stable supply and demand in the housing rental market. There shall be no large-scale demolition of concentrated old urban buildings such as “villages within cities” (城中村) in a short period of time, in order to prevent the imbalance of supply and demand in the rental housing market which increases the difficulty in renting for newly-arrived urban residents and residents with low income.

We shall pay attention to the steady implementation of the renovation of “villages within cities,” improve public services and infrastructure, improve the environment in public, eliminate potential safety hazards, simultaneously advance the construction of affordable rental housing, comprehensively solve rental housing problems for key groups such as newly-arrived urban residents, and people with low-income.

The annual increase of urban rental housing rent shall not exceed 5%.
