They are different type of coals, coking coal use in making steel and thermal coal in power plant. Both types have their own grades.The highest grade of coal is seldom used for heating. More like for making steel.
The grade below that might be used for supercritical coal power plants. But Australia doesn't have a monopoly on that.
Mongolian or Russian coal has about the same quality. I think some Indonesian coal also.
