A man in Minhang District, Shanghai threw his baby from the 14th floor of a building to his death after having a quarrel with his wife, according to eastday.com on Sunday.

The husband, surnamed Zhu, and his 28-year-old wife had been engaged in a fiery argument, resulting in a later visit that day from the wife's parents, who attempted to mediate. When the wife and mother-in-law were off-guard, the 29-year-old man threw his 10-month-old infant out of the window. The infant crashed against the cement ground below and died instantly.

After the incident, the baby's grandmother rushed to the scene, and wailed until a hearse carried away the infant's body at 6 pm, according to a witness surnamed Wei.

Zhu tried to commit suicide by cutting his wrists but was saved by doctors.

The pair often has wrangles and the man is poor at expressing himself verbally, according to neighbors.

"Extreme love may lead to devastating psychological inversion," Gu Xiaoming, a sociologist, said. "The husband threw the baby away to release depression and pressure, not because he disliked his child."

Gu advises young couples to protect innocent babies during quarrels. They should be mentally prepared before they get married and decide to become parents, and should not shy away from making use of counselling services when problems arise.

BEIJING, July 5 (Xinhua) -- More than 9,000 convicts or criminal suspects on the run have turned themselves in to police since China launched an online campaign to hunt down escapees one month ago, the Ministry of Public Security said Tuesday.

The total number of wanted criminals and suspects has dropped 9 percent thanks to the campaign, the ministry said in a statement.

Police authorities across the country should continue to hunt down the fugitives through stricter investigations and closer cooperation between police authorities of different regions and levels, said Liu Jinguo, deputy head of the ministry, in the statement.

Liu urged greater efforts to persuade the fugitives to give themselves up to police.

In some regions, police issued public notices calling for the fugitives to surrender as well as wrote to or visited their family members and encouraged them to cooperate with the authorities, according to the statement.

Further, Liu said more attention should be paid to mobilizing the public, through rewards, to provide information on the whereabouts of fugitives

BEIJING - The Ministry of Public Security announced Tuesday that the country's security guards, totaling 4.2 million, will start putting on a new type of uniform and badge, beginning late this month.

The new uniform, known as the "2011 Pattern Security Uniform," was designed to make it easier for the public to recognize security personnel, said Yang Qi, deputy director of the ministry's Security Administration and vice president of the China Security Association.

Yang told a conference on the new uniform held by the ministry that adopting the new uniform is expected to further accelerate the standardization, regularization and professionalization of the security personnel in the country.

In 1984, China's first security service company was set up in Shenzhen, the country's first special economic zone, and as of December 2010, the country had a total of 2,966 security service firms.

In addition to these specialized security companies, many government units, companies and institutions also run their own security departments and employ a number of security personnel by themselves. However, all these security guards have to wear the same new uniform, according to the official.
