Having been hit with a plethora of BB's and ball barrings It Hurts but is hardly lethal.
Not if they can shoot a metal ball bearing to 200m. I think they've simply discovered that they can bought and modify shelf parts of BB air guns to make them quasi-weapons, by making them perform outside factory set safety limits. (i.e. air pressure is limited but the barrel itself can withstand higher pressure so they removed the limit, maybe even replaced the barrel tube)
Has the added benefit of anonymity as you can't really apply ballistic forensics to BBs (if such a system has been developed at all), and also you can't prove that someone committed a crime simply because they possessed a BB gun. This and the authentic look of some BB weapons probably is what leads to the crackdown.
