The chinese politburo better start waking up, and start realize that they must fight inflation seriously and balance the economy, instead of pandering to the export elites.

  Short circuit has been suspected as the reason of the fire, China News reported.

BEIJING - All the 17 killed were identified as migrant workers and their families, after a fire swept through a garment workshop building in the southern Beijing suburb Monday morning, local authorities said.

The fire broke out at around 1 a.m. Monday in a four-story building in Jiugong Town in Daxing District, killing 17 people and injuring 24 others, said Chang Hongyan, deputy head of the government of Daxing District.

Initial investigation shows the fire started at the first floor, which was an unlicensed garment workshop named Yuyun. The above stories were used to accommodate workers.

The building belongs to a local resident surnamed Zhang. Its construction was not approved by local authorities, said Chang.

Most of the 17 killed died on the first floor after inhaling excessive smoke, said Chang.

Photos taken at the site showed that the windows of the building were all barred with iron fences, which were initially installed to guard off burglars but may have prevented the trapped people from escaping.

Liu Qi, secretary of the Beijing Municipal Committee of the Communist Party of China, and mayor Guo Jinlong have arrived at the site to direct the investigation.

GUIYANG, April 25 (Xinhua) -- Rescuers on Monday morning were racing to rescue eight trapped miners after a coal mine in southwest China's Guizhou Province flooded early Sunday evening.

A team of 32 rescuers are pumping water out of the mine in Panxian County with two pumps, each capable of drawing 65 cubic meters of water per hour, Tan Bo, deputy director of the county's publicity department, told Xinhua from the accident site via telephone.

The water level has dropped a little, but rescuers were still unable to pass through the submerged tunnel to search for the miners, Tan said.

There is "a large quantity of water" inside the mine, but it is not clear exactly how much, Tan said.

The accident occurred at about 7 p.m. Sunday, when 45 miners were working in the mine. Thirty-seven of them scrambled to safety, while eight other miners failed to escape.

Investigations into the cause of the accident are underway.

The flooded mine is around 330 kilometers away from the provincial capital of Guiyang.

The mine is capable of producing 150,000 tonnes of coal per year, and was operating legally.

This accident is the third coal mine accident in Panxian County this year. On March 12, a gas explosion at an illegal coal mine killed 19 workers.

On March 28, a gas leak at another coal mine in the county killed eight workers and injured three.

BEIJING - An arrest warrant was approved on Tuesday for nine members of a gang who killed a mentally-disabled man and then used his death as a pretext to extort money from a mine boss.

Prosecutors said that seven members of the gang were charged with intentional homicide, and two others, including the lone female suspect, surnamed Ri, were accused of fraud.

Prosecutors in East China's Jiangxi province said that five suspects, including the leader of the gang, surnamed Lu, bought a young man with mental-health problems for 5,200 yuan ($800) from a human trafficker in March.

The woman suspect Ri helped fabricate fake identification for the man, according to Dongxiang county police.

With the documents, the five suspects took him to apply for a job at the Dongxiang County Lead and Zinc Mining Co Ltd, media reports said.

On March 11, only a few days after getting injury insurance, two suspects, surnamed Zhang and Yang, took the young man to a 37-meter-deep vent and pushed him down.

He died on the way to hospital.

On March 14, the woman suspect Ri, and another suspect surnamed Ji, pretended to be the victim's nephew and a distant family member and asked the mine boss for 1.2 million yuan in compensation, the police said.

After many discussions, the boss finally decided to pay them 520,000 yuan in compensation.

But Dongxiang police remained suspicious and sent officers to the victim's birthplace to check his identity, which they determined was fake.

On April 18, police detained the nine suspects.

"We are still working with police to further investigate the case," a prosecutor surnamed Liu from Dongxiang prosecutors' office told China Daily on Tuesday.

An earlier report by Xinhua News Agency quoted Wang Xinguo, deputy head of the Dongxiang county police bureau, as saying that there were a number of similar cases across the country.

"We will conduct an intensive inspection in the surrounding mining industries to see if there are similar cases, and if the suspects may be related," Wang said.

Wu Yongming, vice-president of the provincial association of social sciences, said that enterprises should also be blamed for hiring mentally-disabled workers, which is banned.

"If enterprises follow the standard employment procedure, the gang won't have a chance to get a mentally-disabled man employed in the first place," he said.
