Phnom Penh after a heavy rain last evening. That's why Highlander has been so popular among Cambodian. Look at the first photo, I guess it was about 1m (or 3 feet) in depth.

Photos of a naked girl begging on a street in Nanjing went viral on the internet after it was posted on Sina Weibo on July 2.

A reporter from Modern Express visited the place where the girl was begging on July 4.

Besides the girl, kneels down a barebacked middle-aged man, who turns out to be the girl’s father.

When criticized by kindhearted citizens why he let such a young girl beg nakedly and asked by relief station worker whether they need some help, the father did not express his regret, saying that “She is my kid and I do not need any relief.”

A vendor surnamed Liu, who runs a fruit store nearby, expressed his anger towards the father.

“This is cruel. How can father let his own daughter beg nakedly,” Liu said.

A restaurant owner told the reporter that they have been here for nearly one week.

“We usually give the girl some food for she is so poor“said the owner, adding that “the girl smokes sometime which totally shocked us.”

Some citizens reported the case to the police. However, the police did nothing after checking the father’s ID card.

After talking with the father, the reported learnt that the man was 46 years old and came from Sihong, Jiangsu Province.

“I have no house in my hometown except 3 mu of land. I rent out the farmland for 1,000 a year. However, the money was not enough to afford our living. Therefore, my daughter and I came to Nanjing to beg,” the father said.

When asked whether he was willing to find a job, the father expressed his reluctance to work.

A professor with Nanjing University of Aeronautics And Astronautics suggested the police to intervene and help the young girl.

By press time, the girl and his father have been sent back to their hometown.

The father sounds like a real piece of work. I can't believe the police left the girl with him.

I agree 100%. Is there any agency like Department of Human Services or a Child Protection Agency in China? No tellin' what that sorry ass dad has done to that child emotionally.

As for laws there are some reforms lately, but I don't think China has a special agency that deals with child abuse and such because the police handles all that.

All my sympathy to the little girl, not the father!

I see some reality here about police's reaction. After all, if you wanna do something, you must have the resources; legal, facilities and, most important, the finance to support your acts. Is it legal to take the girl away from her father? At least, you must find some evidence proving the father is abusing his daughter. Then, if you take the girl away, where will you locate her after that? Send her to orphanage to live without parents or let her become a lone-ranger on streets? Since the girl can't be self dependent, you need to support her with accommodation, foods and clothes. Who pays? You or me? All in all, you need a whole system and government policies to get these done. Not an easy job.

I don't know how such situations are handled in China.

In the US all states have a Department of Human Services. Many states have Child protective services also. All that you mention is taken care of in the US by the agency's I mentioned.
