China started researching even before approaching the Germans. But the project is still very young (2 decades at the most compared to almost a century of research by the Germans) and mostly done by academically based organizations, rather than corporate based, like Siemens and Kawasaki. So initially it was almost like a joke. It was not until after the importation of the German system, after the Germans refused to transfer technology to China, the time Chinese government decided to do everything on their own.
Like any country (of course, apart from US, Germany and Japan, home of huge conglomerates), if the government doesn't want to do it, you can't make it even if you have the technology. When the government is behind you, you can do anything even if you have no technology.
