That is the SY-400 rocket artillery system that is able to vertically launch 8 artillery rockets with GPS guidance to targets over 400 km away.

As fas as I can judge it looks like the pl10 (aim9x class). The PL21 is in testing and the operational planning is after 2012. Even then it is faster then Meteor planning. PL10 should have finished final testing in 2010.

Or it could be a PL-12D.

It's a little strange to me why a parallel program of ramjet PL-12(D) and the ramjet PL-21 would occur simultaneously when they will fill such similar roles and one is not significantly larger than the other (from the CGIs and charts we've seen)...

If PL-21 was the size of K-100 Novator or something crazy like that then fair enough, but from the situation we supposedly have now it looks to me like a waste of resources, unless it's a competition of some kind between different institutes? o_O

Diameter of PL-21 is about twice of PL-12D. That will translate to roughly a four times increase in size.

From the diagram of the missiles above, by assumming the missiles are to the same scale. Even if PL-12D and PL-21 are not to scale to each other, it's a safe bet PL-21 can't possibly be shorter than PL-12D. Of course, that's assuming each of the missiles are depicted correctly in the diagram.

That diagram has PL-21 in a 45 degree 3D view. Look at its tail vs front.

It can't be shorter but by the look of pl-21's configuration it cannot be significantly larger either...
