I just want to remind people to NOT to link this deal ONLY to military application. It is a dual use plane. It can transport MBT, but can also transport containers. Ship from China to Europe takes months, the railway takes a week, the plane takes 10 hours. It is more expensive per kilo, but time is money as we all now. People is willing to pay for the time often.
The commercial value is genuine. Just so you know, my company use cargo freight plane regularly to deliver equipment to meet project deadlines. An An-225 will be much cheaper for that purpose than a Boeing 747 freight. Think about UPS etc.

IF An-225 and perhaps too An-124 are to be build in China it will be necessary even just for commercial security to produce the engines too in China. The necessary investments for the production of aircraft and engines are so large that they are only feasible when there is a green light at the highest level.

I'm not sure why you're referencing a photo of the An-70 when kroko is talking about the An-225.
