Are Jilin series the satellites with highest resolution in China? So China is far behind western counterparts in spy satellites' quality & quantity?

If we are talking about non-commercial satellites, then Gaofeng-11 has a 10 cm resolution.

right, Jilin-1 is the most advanced for commercial satellites. Military grade is obviously higher resolution.
