这不禁让人联想到几年前国内某次航天发射时,因技术过于先进而未能公开相关图片的事件。有分析认为,那次发射使用了“长征2F”火箭,携带了新型航天器,极有可能是对“昊龙”原型飞行器进行的验证测试。
are we talking about launching in 2021 or 2022? and this is not CSSHQ...

First of all spaceplane has been under development for a very long time well before Haolong being selected as the cargo ship for space station. Earlier flights are certainly part of the long lasting spaceplane program irrespective to Haolong. If there is any connection it is Haolong being a variant, spin-off from the main program. So I'd say it is wrong to call the previous launches test of Haolong prototype.

What is China's legislation on this? Is it possible to export satellites and rockets to other countries?
The law (made since last year or so) requires export of any high tech or critical goods to be approved by government. The law is phrased in a format that gives the government full freedom to determine what can and can not be exported to whom. Generally speaking in China the government is the law, the government includes both the congress and the administration (two facades of the party) with administration being the lead.
