First of all spaceplane has been under development for a very long time well before Haolong being selected as the cargo ship for space station. Earlier flights are certainly part of the long lasting spaceplane program irrespective to Haolong. If there is any connection it is Haolong being a variant, spin-off from the main program. So I'd say it is wrong to call the previous launches test of Haolong prototype.interesting phrase on one site

The law (made since last year or so) requires export of any high tech or critical goods to be approved by government. The law is phrased in a format that gives the government full freedom to determine what can and can not be exported to whom. Generally speaking in China the government is the law, the government includes both the congress and the administration (two facades of the party) with administration being the lead.What is China's legislation on this? Is it possible to export satellites and rockets to other countries?
