Looks to me like the best Private Chinese rocket out there. Wishing them all the best.
But the way, which launch centre are they using? Is it one they built for themselves or a government launch facility?

They'll be launching from Jiuquan, an existing state owned and operated complex.

How many countries have signed up to China's own lunar research station(Aka China's own Artemis accord)?
This will be a good program for China to see how many countries can be on their side as well.
I don't think that you can make a comparison of ILRS and Artemis accord. The two works in very different manner. On paper, ILRS currently only has Russia and China signed a MOU. However anyone is welcomed to be part of it by providing a device, a module or part of experiment. Whenever such involvement happens, that country is part of ILRS. There is no prerequisite for signing some sort of paper that says "I am part of ILRS now". On the other hand Artemis accord works the opposite way, countries signed the paper regardless what they can do, will do or never do. For example, Isle of Man (and many more) is member of Artemis accord, does it really mean anything in reality? It is just a political show business of US being the leader. There is no point to entertain such vanity competition, nor should it be a base of judgement.

Have Chinese engineers mention what they'll do about the dust accumulation for future projects? Or, will they take the same path as NASA's latest rover for power generation?
I'd imagine something similar to what NASA is trialing on spacesuits for the Artemis program, creating rapidly changing, high voltage electric fields on the surface layer to repulse dust.

Here's a video that goes into more detail, requirements for a rover will probably be less stringent than a space suit due to no need for flexibility on solar panels.

The first stage is re-usable. After it separates from the second stage, it will return and attempt to land on a special ocean platform, where it's captured via cable recovery.

from the Ministry of Natural Resources, the China-Africa Center for Satellite Remote Sensing has been established. The center will serve as an exchange for remote-sensing data to better promote resource management, disaster relief, and environmental monitoring, etc.

中非卫星遥感应用合作中心成立​

  7月6日,中非卫星遥感应用合作中心在北京揭牌成立。自然资源部部长王广华、国家国际发展合作署副署长钟海东、外交部代表张斌,中非合作论坛共同主席国塞内加尔驻华大使伊布拉伊玛·锡拉、卢旺达驻华大使詹姆斯·基莫尼奥、埃及空间局局长谢里夫·赛德凯、非洲资源测绘发展区域中心主任以马内利·恩库伦齐扎出席仪式并致辞,加纳环境、科技与创新部副部长夸梅纳·奎森、尼日利亚空间研究与发展局局长哈利路·艾哈迈德·沙巴视频致辞,商务部等中方部门代表、20余个非洲国家的驻华使节、中外合作机构代表共计100余人出席。

  建设中非卫星遥感应用合作中心是习近平主席于2021年在中非合作论坛第八届部长级会议上提出的重要倡议,是中非务实合作九项工程的重要内容。该中心由自然资源部联合中方有关部门和单位,与非洲国家相关卫星遥感应用机构携手共建。

  王广华在致辞中表示,中非卫星遥感应用合作中心将秉持开放、包容、合作、共赢的原则,持续完善运行机制,构建数据共享网络体系,开展数据共享及公共产品研制、卫星遥感动态监测及示范应用、人员培训与交流等方面合作,着力打造中非在卫星遥感应用领域分享知识、交流经验和推进创新的枢纽,为非洲国家数字经济、减贫、防灾减灾、自然资源监测、水资源利用、生态环境保护等领域的发展增添动力,推动高质量共建“一带一路”和构建新时代中非命运共同体。

  中非双方代表表示,中心的成立标志着中非卫星遥感应用合作迈上新台阶,对于深化中非卫星遥感应用领域创新发展与交流合作,促进非洲国家和区域经济社会和环境可持续发展具有重要意义,将为中非合作注入新动力。

  近年来,中国陆地和海洋卫星遥感技术发展迅速,以自然资源部为法人或牵头主用户的在轨陆地卫星已达15颗、海洋卫星已有10颗,形成了多要素、多尺度、多载荷、系列化、业务化稳定运行的卫星观测体系和全球覆盖能力。自然资源部充分发挥卫星遥感技术和资源优势,与13个非洲国家相关机构及区域组织签署了卫星数据应用合作谅解备忘录,向非洲23个国家提供了近4万景高分辨率中国自然资源遥感卫星数据,并举办了多次技术交流培训,有效提升了非洲国家卫星遥感应用能力,为进一步深化中非卫星遥感应用合作奠定了良好基础。
