No, the 40 million is only launch. Payloads are in the separate contract of 2.78 billion RMB or 430 million USD.So the 40 million per launch includes the cost of the four payloads too right? Presumably the 5th payload is already available from another source?

No, it is likely that the 5th is from the same manufacture (5th academy) and same family (中星) but unknown series. China's space industry remains the way that different entities specialize in different types of products, I don't think any other entity is capable in making similar satellite in this specific (communication) and high value category.

I think if Russia wanted to, they could land an unmanned space probe on the Moon. However, it is doubtful they could conduct human spaceflight in cislunar space, never mind on the lunar surface. The Soviets couldn't do that either: N-1 rocket boomskis and all that.

Russia has very small budget. They are having trouble keeping Roscosmos alive as it is. On top of that, COVID hit Russia hard, which made it that much harder for their space program.

I agree. However, as I said, it's about if they want to. I don't see a real desire to do so currently.

Even if they want to, they have no know how to.
Most probably, it will lead to nothing, like the other sino-russian tech projects.
