Well, the Russians seem to think otherwise.
They keep on increasing the Warhead capacity as well as range of their ICBMs ( atleast has plans for it).
RS-28 Sarmat with HGVs, 15 Mirvs, Global strike range ( Latin America).
Extra fuel allows for more active manouvering to dodge interceptors and means the missile can plot a more unpredictable path.If you want to reply more theres a ballistic missile thread.What would be the practical purpose of increasing an ICBM's range beyond 1/2 the circumference of the earth? Does russia intend to use a southern ICBM strike route against the US by going past china, the indian ocean, Antarctica, South America and up Mexico?
