Once activated, the Davao DFSP will enable U.S. naval vessels to receive fuel products at an alternative point away from the South China Sea-facing ports of Subic and Manila, which may be exposed in a potential conflict with China. Its location within the Gulf of Davao also places American fueling access next to the Sulu Sea, one of several waterways used by U.S. naval forces – including carrier strike groups and amphibious assault ships – to transit in and out of the first island chain.

The Armed Forces of the Philippines and the U.S. military will conduct the 41st iteration of Exercise Balikatan across the Philippine archipelago from April 20 to May 8.

Coinciding with the 75th anniversary of the U.S.-Philippine Mutual Defense Treaty, more than 17,000 personnel from the Philippines, United States, Australia, Japan, Canada, France, and New Zealand will train shoulder-to-shoulder, and an additional 17 nations will participate as part of the international observer program.

HONG KONG/MANILA, April 15 (Reuters) - China is employing ships and a barrier to tighten control of the entrance to the Scarborough Shoal in the South China Sea amid roiling tension with the Philippines over the disputed feature, satellite imagery obtained by Reuters shows.

The presence of four fishing boats, a Chinese naval or coast guard ship and a new floating barrier comes as the Philippines sends its own coast guard and fisheries vessels to support its fishermen frequently driven away by larger Chinese patrols. Photographs taken on April 10 and 11 show the fishing boats anchored along the entrance to the shoal, in addition to a floating barrier stretching across it in the April 11 image. Satellite image provider Vantor, formerly Maxar Technologies, said a probable Chinese naval or coast guard patrol vessel can be glimpsed just outside the entrance on April 10.
