I'm not sure if this has been asked before, but what are the economics of land reclamation for civilian use? Land reclamation is very expensive, but take Singapore for example. The Marina Bay Sands resort was built on reclaimed land. So entertainment resorts have been built on wholly reclaimed land before. Can an SCS island be adjoined with more reclaimed land for an entertainment resort? Think the Atlantis Hotel in Bahamas. You would need an airport so you could use one of the military airports there. The geopolitical value in terms of further staking China's claim to the region with an Atlantis there needs to be considered too.
