Am I? Really, what real consequence would there be for the Filipino (not just the crew)?

Even assuming they were bold enough to assume a PLAN vessel would not use military force (which in this case is a reasonable assumption), directly physically confronting a larger vessel built to naval standards is not done trivially due to risk of coming off worse in a collision (with associated ship damage, loss and crew injury or death being the potential consequences).

And even if the PCG ship was further emboldened by the 052D seeking to withdraw, the destroyer being in this position is odd to begin with, and the 052D should have the speed and mass to extricate itself even if it may not have the turn radius of smaller vessels, such that any smaller vessel can simply be ignored by sheer mass.

At the very least, there should have been many more tactical decisions available than plowing onto the flanks of the PCG vessel with a destroyer.



Unlike other navies, PLAN captains are not the supreme authority on their ship, so I don't see an individual going gung-ho as a likely explanation.

The command structure of the PLAN are not so rigid that ship COs rely on higher authorities for every tactical decision.
As I said, this is either the CO not observing ROEs (a CO problem), or the ROEs themselves being the issue (a higher level command problem), I suppose you can consider which would be more of a ridiculous prospect.

That's not how it works. 164 came in like a crashing ball (pun intended). No one is to blame but 164.

Prospective matters. Dashcam from the prospectives of many cars at fault in crashes looks like it was the victim car that plunged into them. The only thing you can bet on is that the Philippino footage would have been carefully cut and edited to make themselves look innocent and the Chinese as the aggressors. We have seen this any number of times before from the Philippines.

Let’s wait to see and hear what China’s POV is before making judgement.

With reference to Galwan, I personally don't think this will end here. CCG will likely temporarily relax the restrictions on escalating forces, not just as easy as somebody losing a finger anymore.

That doesn't seem too surprising given the video right before impact where you can see at least three personnel at the bow. And the bow being as crushed as much as it is after impact, points to a high possibility of casualties, which may even be quite severe.

Even in the event that the Filipino vessel was acting aggressively beforehand, at the time of the video and collision, the vessel was clearly sailing away from the CCG vessel and the destroyer. The destroyer also holds a greater level of responsibility by being the heavier vessel by at least a magnitude compared to the Filipino patrol boat and the CO should have been aware of the risks of maneouvring so aggressively.

From the angle that can be observed from the video, it can really not be interpreted as anything else other than as trying to cut in front of the Filipino boat or even ramming the Filipino boat. If there was no intention behind the angle at which it came in, that's nothing but poor helmsmanship to not identify the collision course it had with the CCG vessel, which is also quite a mark on whoever was in command of the vessel at the time.

According to the response from the Philippine CCG, it seems that they are attempting to cool down the SCS situation.
