I think the Pinoys are attempting to copy Vietnam war era US Marine Corp Mobile Riverine patrol base where a large ship is acting as a mobile base for smaller ships. They could pre-store construction material on the larger ship, thus cutting down the distance between the targeted point either in Ren'Ai reef or Xianbin reef and storage point of re-supply (BRP Teresa Magbanua)..

And from here they might make new attempt to rush to Ren Ai reef or Xianbin reef, hoping to make it in as little time as possible before CCG intercept them.

So it doesn't look like they will ground their new ship.

Manila's provocations in South China Sea to be responded with countermeasures
The Philippines is employing alternating provocative tactics around Huangyan Dao, Ren'ai Jiao and Xianbin Jiao. As we blocked their provocations at Ren'ai Jiao, they may make infringing moves at Xianbin Jiao and stage another illegal grounding with their warship, Ding Duo, deputy director of the Institute of Maritime Law and Policy at the National Institute for South China Sea Studies, told the Global Times on Tuesday.

"We need to fully prepare for such potential provocations in these so-called gray zone areas," Ding said.

Some experts pointed out that the Philippines' actions have strategic intentions. As Xianbin Jiao, located between Ren'ai Jiao and the Philippines' Palawan Island, is closer to the Philippine mainland. The Philippines intends to develop Xianbin Jiao into a maritime "base" for illegally supplying Ren'ai Jiao and a "foothold" for conducting infringement activities in the South China Sea, they noted.

To be met with countermeasures

The Philippines filed a claim with the UN to an extended continental shelf as it seeks recognition to its entitlements beyond its 200 nautical mile exclusive economic zone in the South China Sea, and it has welcomed Vietnam's recognition of its UN filing, Reuters reported on Monday.

Aside from the ridiculous premise and lack of supporting evidence, I personally doubt anything in the Philippines is worth wasting a DF-17 on.
What's is even funnier is that she thought China would actually land invade lol

"I'm really scared as tensions rise in the West Philippine Sea. I saw a plan by China to use hypersonic missiles," she said.
“They are not considering deploying their Army and Navy personnel in the Philippines to launch ground assaults. It was nothing like that. They are planning to launch air attacks,” she added.

Truly insightful stuff:
“The US said they cannot fend off a hypersonic missile, which made me more even nervous. I thought when a country has missiles, there's something called an iron dome that missiles can't penetrate,” she said.

“However, they said that with hypersonic missiles, they can easily get through. It could cause massive disruptions,” she added.

This is the mindset of the Filipino. All Hollywood propaganda. They think they only the west has wunderwaffen. That's why they are so brave. Even in monetary transactions, they will hoard dollars even if that value is currently sinking.

Remember a few weeks back when a spokesperson for the PH Navy (named Trinidad) referred to China as having "Zero Common Sense" when the PH denied that construction materials were being delivered to its occupied features in the SCS?

Now that China has photographic proof that the Philippines is indeed moving construction materials, the same spokesperson is quick to announce that:

“We can do anything that we wish to within our exclusive economic zone. These are actions that the Philippines will pursue if and when necessary,”
