Yes there is. Its task includes at least the researching and development of ECM, ECCM, air defence network, military communication and encryption, optoelectronic countermeasures, cyber security and of course cyber espionage.
There isn’t an official document available, but you can piece a vague outline from various open sources.

Putin now said China Russia military alliance very possible in future

Before China didn't want a military alliance with Russia because EU factor . China didn't want to upset EU.

Now EU is on US's antiChina alliance.

I think the condition has been met for China, Russia military alliance.

I think China gonna do it before operation Taiwan which should happen within next few years.

As India continue to form alliance with US but the military alliance of China and Russia gonna be very bad news for India even if it got US on its side

Think it reads more along the lines of "if shit hits the fan, we'll have your back". Its not like the Russians and the Chinese don't conduct military exercises regularly, we're both familiar with each other's military assets and capabilities... so there's no need for banners and ribbons, official titles, or NATO bureaucracy - the world knows if they mess with us chances are Russia will be there.

I think this is both out of increased patriotism this year, and also because the military provides stable employment in this tough employment market. Hopefully a lot of the recruits are fit and not like those obese ones

Why Putin came out with this recently?
All because of India, for the first time, breaks its non alliance stance and joined US to counter China.

This really upset Putin and Russia

Also EU joining US antiChina alliance.

So, all the conditions have been met.

Look for Russia role when China's operation Taiwan initiated
