Is it true that Russia suspended S-400 deliveries to China due to espionage, Russian fear of reverse-engineering, and Sino-Indian conflict? I don't trust the Indian source ANI, but it seems like the original source came from NetEast and Sohu.

Not true, the original source is from India. FLG and taiwan and HK media reprinted the news.

Yes there is. Its task includes at least the researching and development of ECM, ECCM, air defence network, military communication and encryption, optoelectronic countermeasures, cyber security and of course cyber espionage.
There isn’t an official document available, but you can piece a vague outline from various open sources.
