F-16 engine tech was already available in Pakistan so that wouldn't have been an issue.
having the engine and having the documents to the engine are complety different situations. having the engine firstly china doesnt get to keep the engine but only to examine it for a short while, then you have the process of re-engineering which takes time. on the other hand obtaining documents to the f-16 engine the process of contructing such simular engine time is reduce and so are its cost....

i have the article about the chinese agent who got caught in america for supplying china with f-16 engine documents, somewhere on my hardrive i'll find it later.

It depends on what sort of document was at hand. If the document is purely on assembling the different components of the engine, it might be better to get a real F-16 engine, deassemble it and study it from inside out and, hopefully from there, figure out the manufacturing process and technologies that is required.

Just my comment and not trying to exactly promote this sort of thing. :D

i really doubt that china paid a fortune to get those assembly documents for the f-16 engine, from all the articles and critism that us government has given it seems that those documents would've enable china to produce their equivalent f-16 type engine...though iam not critising your thoughts in anyway...maybe your right who knows...

lets get back onto the Chinook topic and not the other things that are off topic that ive accidentally started up
